Tibor Lukić je rođen 13. februara 1974. godine u Kikindi. Osnovnu školu je završio u Sajanu, a gimnaziju prirodno-matematičkog smera u Kikindi. Na Prirodno-matematičkom fakultetu u Novom Sadu, smer profesor matematike, diplomirao je 1998. godine. Magistarski rad iz oblasti numeričke matematike pod nazivom "Modikacije Njutnovog postupka za jednu klasu singularnih sistema" odbranio je 2004. godine. Master rad iz oblasti digitalne obrade slika odbranio je 2008. godine. Doktorsku disertaciju pod nazivom "Regularizovani problemi u obradi slika" odbranio je 2011. godine na Fakultetu tehničkih nauka u Novom Sadu, gde je zaposlen i učestvuje u nastavi matematike od 1998. godine. U zvanje redovnog profesora Univerziteta u Novom Sadu za naučnu oblast teorijska i primenjena matematika izabran je 2022. godine. Njegova naučna oblast obuhvata matematičke modele u oblasti digitalne obrade slika, optimizacije i veštačke inteligencije. Autor ili koautor je brojnih naučnih radova objavljenih u časopisima ili zbornicima konferencija. Boravio je na nekoliko inostranih univerziteta kao gostujući istraživač ili predavač po pozivu: University of Udine (Italy), University of Szeged (Hungary), Technical University of Vienna (Austria), Technical University of Budapest (Hungary), University of Debrecen (Hungary), University of Exeter (United Kingdom), University of Graz (Austria), West University of Timisoara (Romania) and University of Rijeka (Croatia). Učesnik i koordinator je nekoliko međunarodnih projekata (CEEPUS, COST, ERASMUS) i član je programskih odbora više naučnih konferencija (IWCIA, ISPA, KEPAF). Bio je glavni predsedavajući nekoliko međunarodnih naučnih skupova (SSIP’17, IWCIA’20, SSIP’23).
