Jovana Topalić was born on 11.05.1990. in Sarajevo. She completed Elementary school and Gymnasium "Filip Višnjić" in Bijeljina as the Student of the Generation. She completed her bachelor and master's degrees at the Faculty of Technical Sciences,department of civil engineering, the first in a generation.

She finished her PhD at the Faculty of Technical Sciences in 2022., with thesis "Preliminary risk assessment model of wastewater treatment plant construction". At the Faculty, she is employed as a Research Associate. She participated in several international conferences and published papers in domestic and foreign scientific magazines. She has participated as a designer in a large number of projects of hydrotechnical facilities. Also, she has a license from the Ministry of Spatial Planning, Civil Engineering and Ecology of the Republic of Srpska for the design of technical documentation, hydro-technical phase and supervision.

She is a member of IPMA Serbia. She speaks English and German.
